A Remote Concrete Quote Contains an Allowance. Clarify the Decision Behind It
An allowance or provisional item can be a useful signal that part of a remote quote is not yet confirmed. Before comparing totals, ask what uncertainty the item represents and what information will resolve it. A precise-looking number should not obscure a scope assumption, and an unanswered question should not be silently treated as included work.
Locate the stated uncertainty
Read the item exactly as written. Does it concern area, access, removal, a product selection or a condition that was not observable? Ask the proposer to explain the boundary in ordinary language. Do not replace the item with an owner-invented quantity or assume that a high allowance establishes the actual extent of a defect. The proposal remains the provider’s statement, subject to its written terms.
Ask how it becomes a confirmed scope
Identify the next review, measurement or selection the proposer needs and who will arrange it. Ask what written response will follow and which project decision depends on that answer. Avoid demanding internal labor or supplier costs as a substitute for scope clarity. The owner needs the resulting service boundaries and total price, including applicable tax or fees, not a fabricated breakdown of a bundled service.
Compare proposals at the same stage
Keep provisional and confirmed totals visibly different. A proposal that excludes the uncertain work may appear cheaper than one that includes a clearly stated allowance. Send the same relevant clarification to each provider and retain the response. Before authorizing dependent work, confirm the current written scope through the existing agreement process rather than relying on a comparison table that hides unresolved items.

Use one row for each field. Mark unknown information clearly and retain the original records.
| Field | Your note |

| Exact provisional item wording | ____________________ |
| Underlying uncertainty | ____________________ |
| Information or review needed | ____________________ |
| Who confirms the final scope | ____________________ |
| Comparable current project total | ____________________ |
Worked example
Illustrative example: two remote quotes address a garage area, but only one contains a provisional removal item. The owner asks both providers what existing layers were assumed and what review is required. The comparison labels the unresolved amount rather than treating the smaller total as proof of the same included service. Final authorization follows the clarified written scope.
